           The Viva Vigan! Binatbatan Festival of the Arts is a city-wide cultural display that began in 1993 to coincide with the city's Tres de Mayo celebrations. To commemorate the celebrations, the centuries-old monuments along Crisologo Street were all draped in abel iloko fabric or inabel. Binatbatan street dancing began in 2002, with dancers imitating the ancient Ilocano method of beating cotton pods with two bamboo sticks, which is the initial step in the process of creating inabel. The seeds were separated from the fluff by pounding.

           Binatbatan Festival has its origins in Vigan's abel weaving business, which existed long before the Spaniards arrived to colonize the Philippines. It comes from the word batbat, which refers to a pair of bamboo sticks used to remove cotton pods from kapas sanglay trees. In Ilocano, the word "kapas" comes from the word "kapas sanglay," which means "cotton." The results of the "Binatbatan" abel-weaving method may now be seen on the outfits of street dancers, who are dressed in the abel Iloko fabric.

           When Antonio Florentino, a descendant of Leona Florentino, the country's first poetess, was still the mayor's secretary in the early years of the festival, he remarked, "Viva Vigan Festival is the fruit of a reunion of citizens staying in Metro Manila who created an organization named KaiVigan in 1993." They celebrated Tres de Mayo for two to three days every year. This cultural festivity is important for us, Ilocanos, and we must cherish it as it is part of our culture. We must always celebrate it with joy. Viva Vigan! Binatbatan Festival!
